waiting for the other shoe to drop
Just read a really fascinating Slate article entitled Why No More 9/11s? It lays out eight prevailing theories on why terrorists have not made a successful attack on US soil since 2001, starting with the comforting ("Terrorists are dumb.") and moving towards the disconcerting ("It's only a matter of time."). It's long, but you won't be bored.

That's a disturbing read, but well worth it. As a sidenote, I had not appreciated just how many people had been killed in Iraq and Afghanistan. I mean, I knew it was lots, but 100,000 + all the military deaths...

I don't know that I agree with the last paragraph, where RAND is waiting for another attack so they can figure out the value of X. I mean, and speaking purely mathematically here, one or two additional data points isn't really enough. On the other hand, I certainly don't want RAND to get those additional data points any time soon, thanks. In this one instance, huge error bars on X are quite fine with me!
